As Reuters notes, relations between Moscow and Berlin have been strained in recent years due to Germany's military support for Ukraine, which Russia attacked.

"No basis for renewing relations with Europe"

Peskov stated that the Russian authorities currently see no basis for renewing relations with Europe. EU countries agreed on another, the sixteenth package of sanctions on Russia for its invasion of Ukraine, which is expected to be adopted later on Monday.
