The Ukrainian military intelligence (HUR) warns that on the third anniversary of the invasion of Ukraine, set for February 24, 2025, Russia might declare its victory over Ukraine and NATO. Moscow has long portrayed the conflict with Ukraine as a war with the North Atlantic Alliance.

HUR reports that the Kremlin has instructed its services to intensify activities aimed at destabilizing the situation in Ukraine and discrediting the country in the eyes of partner states. Russian propaganda narratives include claims like: "The West betrayed Ukraine" and "The Ukrainian government is illegal."
According to HUR, Russia is trying to capitalize on the resumption of contacts with the US, which occurred during a meeting between the delegations of both countries in Saudi Arabia on February 18 at 10:00 AM Eastern Time. The goal is to deepen disappointment among Ukrainian society and weaken international support for Ukraine.
Ukrainian intelligence emphasizes that these actions aim not only to destabilize the internal situation but also to weaken Ukraine's position on the international stage. Russia seeks to depict Ukraine as losing on the front and being corrupt, intending to discourage partners from offering further assistance.
