Kremlin's nuclear doctrine shift signals a new global order

The Chief of the NSB referred in an interview for "Rzeczpospolita," among other things, to the issue of how real the threat is related to Vladimir Putin planning to change the doctrine of nuclear weapons use and Alexander Lukashenko threatening to use these weapons.
According to Siewiera, we are dealing with another phase of the Russian psychological war, this time through the military-political tool, which is the doctrine of the use of strategic means.
"Paradoxically, nuclear weapons are most effective as long as they are not used, precisely in the context of warning, signaling, and influencing policy by delineating so-called red lines. The change in the Russian doctrine should be a stimulus for a serious debate about the fact that a state that is a permanent member of the UN Security Council is changing its doctrine not in peacetime, but during a war. A war that it is unable to win according to the established plan," said Siewiera.
"This shows that Russia's intentions are dictated by the needs of conducting the current armed conflict and the desire for a broader, strategic revision of the world order," he added.
Russia's actions are "attempts to establish red lines for Western countries"
Siewiera noted that the change in the doctrine is taking place in the context of two processes. One of them is "an advanced and developing international dialogue on deep strikes by Ukraine on the territory of the Russian Federation."
He also added that "the second process is attempts to steer the conflict towards diplomatic solutions that serve Russia's interests and are carried out on its terms." "Both of these vectors are attempts to establish red lines for Western countries," stated the Chief of the NSB.
