Interestingly, at launch, this new feature will function exclusively in the Files by Google app and, unfortunately, will not be available in a similar document browser within Google Docs. However, it is reasonable to assume that this marks the beginning of further development of the Gemini overlay, with the functionality likely to expand in the future.
To utilize the new option in the overlay, you need to launch Gemini after the desired PDF is opened in Files. According to 9to5Google, this option becomes visible after updating the Google app to version 16.0.5 or newer.
