Putin withholds congratulations to Trump amid tensions
Russian President Vladimir Putin does not plan to congratulate the Republican Donald Trump on winning the presidential election, said his press secretary Dmitry Peskov. "Let's not forget that we are talking about an unfriendly country that is directly and indirectly involved in a war against our state," he stated.

Many pieces of information provided by Russian media or state representatives are elements of propaganda. Such reports are part of the information war conducted by the Russian Federation.
Peskov said that elections in the US are an internal matter of that country. He mentioned strained relations between nations and added, "It is almost impossible to worsen them further. Relations are at their historically lowest point. What happens next will depend on the next U.S. leadership."
The Kremlin denied having anything to do with interference in the US elections. On Tuesday, the FBI reported that false bomb threats directed to polling stations were recorded in four key states for the election outcome, and many of them were sent from Russian email domains.
Peskov also stated that "President Putin has repeatedly said that he is open to constructive dialogue based on fairness and equality, and a willingness to take each other's concerns into account." The dictator's spokesman also mentioned the "possibility of a phone call with Trump."
Peskov stated that the Kremlin would assess Trump's presidency by considering his initial remarks related to Russia and any concrete measures taken. The Russian Federation's evaluation would be based on actions by U.S. authorities and any potential conversations about ending the war in Ukraine would be deemed inappropriate.
He stated that Putin remains ready for constructive dialogue with the United States, but Washington "is diametrically opposed." Peskov added, "What will happen in January - we will see."
The Kremlin’s spokesperson noted that the United States has the potential to contribute to resolving the conflict in Ukraine. Still, it remains to be seen if this will occur after January.
