Putin claims secret offer from Ukraine before Zelensky's plan

Vladimir Putin said at the BRICS summit that the Turkish representative at the September session of the UN General Assembly in New York received Ukraine's offer for Russia. The three-day BRICS summit in Kazan concluded. In his closing speech, Vladimir Putin argued that "Ukraine is being used to pose a strategic threat to Russia" and to "defeat Moscow". He assured that these are "illusory intentions", according to Reuters.

Later, during a press conference summarizing the summit, Putin announced that he received a "secret offer" from Ukraine in September.

Did Kyiv have an offer for Moscow?

This is reported by the Ukrainska Pravda portal, citing the pro-Kremlin RIA Novosti agency. Vladimir Putin allegedly conveyed these "revelations" after the summit in Kazan ended.

The Russian dictator said Turkey took the initiative regarding the situation in the Black Sea, ensuring safe navigation and concluding certain agreements, and agreements concerning the security of nuclear energy facilities. He added that the Turkish representative at the September session of the UN General Assembly in New York received Ukraine's offer for Russia. He conveyed this information to the Kremlin.

As he said, Putin agreed to this proposal, but then Ukrainian President Volodymyr Zelensky announced the Victory Plan. In his view, this excluded the possibility of negotiations. Putin did not disclose exactly what was offered to the Kremlin leader.

When asked to assess the chances of ending the war with Ukraine on a scale from one to ten, Putin stated that he considers it inappropriate to give any numbers or results.
